When I saw this dress I immediately thought of the Galley Tunic + Dress pattern by Liesl & Co:
This pattern has the basics needed. It does have a pleat in the front and in the back. You would need to decide whether you wanted that. The other change needed in the sleeves. You will need to make it sleeveless which will require a change to the armhole.
