This is the Archer Popover Variation Pack pdf pattern by Grainline Studio. You would also need the Archer pattern by Grainline Studio. This doesn't have the pleat detail on the front but maybe if you ask the designer she will create a tutorial.
Another pattern that might work is:
This is the Fisher's Pleated Blouse pattern by Silhouette Patterns. This pattern has the pleat detail in the front but is missing the shirt collar/button placket. If you have fabric to play with, you could try adding a shirt collar to this.
