I love the look of this outfit.  The skirt appears to be a pull-on, elastic waist skirt.  Easy to recreate.  The top however will take a little bit of experience to recreate.  Although ever pattern that I found states that they are beginner patterns.  I found this vintage pattern that is being sold as a pdf.  However, if you do a google search there are a lot of patterns available.  Mostly for men.  Hope you are inspired to create something wonderful.
